Outdoor Recreation Planner

This position serves as advanced Outdoor Recreation Planner for one or more outdoor recreation programs. Duties assigned include, but are not limited to:
Serves as coordinator and technical advisor for one or more outdoor recreation programs. Coordinates recreation program activities with other BLM District and Field Offices, as well as local governments, other federal agencies, private organizations and the general public. Participates on interagency and/or interdisciplinary teams and committees to discuss recreation planning, management, policies and procedures at the state level. Researches, identifies, and facilitates partnerships, cooperative agreements, and/or memoranda of understandings with other agencies, institutions, or organizations. Reviews, recommends, and implements changes to recreation program policies, standards, methods, controls, and procedures. Provides input into modifying policies up to the state level. Develops content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments. Provides recommendations to local management concerning current and multi-year recreation program(s) budget funding and priorities. Monitors the operating budget for the recreation program(s) managed, and regularly reports on the status to management. Identify and implement training program related to skills of outdoor recreation planning. Physical Demands:
The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc.Work Environment:
Work is typically performed in an adequately lighted and climate controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-09:
Applicants must possess one year of specialized experience equivalent to at least the next lower grade level (GS-07). Examples of specialized experience includes:
analyzing, evaluating, and coordinating matters involving recreation planning, development, and use; collecting and compiling data on recreation related topics. -OR- two full years of progressively higher level graduate education leading to a master's or equivalent degree in a major field of study related to outdoor recreation planning such as those listed above, including at least one course in outdoor recreation. To qualify for the GS-11:
Applicants must possess one year of specialized experience equivalent to at least the next lower grade level (GS-09). Examples of specialized experience includes:
performing outdoor recreation planning and land use planning activities associated with recreation activity management plan development, recreation permit administration, interpretation, environmental education, accessibility, trail development; work in related fields such as economics, urban planning, sociology, landscape architecture, forestry, wildlife biology, park administration, and/or soil conservation as related to outdoor recreation planning and land use planning; OR if qualifying based on education:
a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
