Qualifications:
1.
Bachelor's degree in business administration, management, public administration field or related field.
2.
Valid CDL, proof of auto insurance and clean DMV driving record and reliable transportation that can be utilized for community base travel.
3.
Bilingual (English/Spanish) preferred.
4.
Excellent problem resolution skills.
5.
Program innovation skills, including ability to research and conduct needed assessments and develop funding proposals.
6.
Able to meet public effectively and knowledge of community resources.
7.
Must be insurable within ICWTC auto insurance policy.
8.
Must drive agency vehicles for all agency needs in a safe and legal manner.
9.
Treat all others with respect and dignity.

DUTIES AND RESPONSIBILITES:
1.
Supervise case service contract program staff such as direct supervision of Job Placement Specialist as well as direct supervision of DOR client services.
2.
Attend meetings that focus on the case service contract such as State-level, regional, and monthly local DOR meetings; ICWTC administrative meetings; ICBHS meetings.
3.
Responsible for ensuring timely case recording, documentation and monthly contact to include but not limited to progress notes completion, terminations, etc.
4.
Responsible for the preparation/submission of all program reports to Department of Rehabilitation, Imperial County Behavioral Health Services, and ICWTC on a timely basis.
5.
Provide the annual submission of the case service contract as well as necessary amendments.
6.
Provide fiscal monitoring of the contract.
7.
Responsible for the active yearly MOU between the One-Stop and agency.
8.
Ensure program participant case files are ready for review.
9.
Responsible for closure and discharge of program participant case files.
10.
Responsible for the supervision of safety program.
11.
Responsible for compliance with CARF Standards related to Employment Services Program.
12.
Responsible for the completion of the community input survey, customer survey and client survey.
13.
Responsible to ensure proper data collection by program staff and consumers and completion of Performance Improvement Plan.
14.
Other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Skill in the use of common computer programs and office machines, including Microsoft Office, Publisher, Power Point, and Excel, and scheduling software.
Ability to communicate orally and in writing with staff members and/or supervisor and have working knowledge of appropriate technology in order to best serve the public and manage programs.
Ability to understand, follow and complete oral and/or written directions.
Ability to follow and understand contract's scope of work.
Ability to communicate and establish rapport, understanding and confidence with participants and the general public; exercise independent judgment in the application of program and rules and procedures; plan, promote, organize, and coordinate job task assignments.
Strong organizational and communications skills (oral and written).
Ability to work with minimum supervision.
Excellent problem resolution skills and abilities.
Able to meet the public effectively and knowledge of community resources.
ENVIRONMENTAL FACTORS/PHYSICAL REQUIREMENTS Work is primarily performed in an office environment but may have exposure to adverse weather conditions related to outdoor work site inspections.
Work involved operation of computer equipment for extended periods Work may require standing or walking for extended periods of time with exposure to diverse environmental situations and adverse weather conditions and in a safe and effective manner and be available for emergency calls and situations.
May be subject to repetitive motion such as typing and data entry.
May be subject to extended periods of intense concentration in the review of training material, certification programs, and/or contract-related documents and materials.
